Well, I would not say PURELY racial. It is an insidious intersection between economics and race that make the problem so very devastating. When racism is PROFITABLE it is unlikely to end soon. It is hard for me to conceive of a more fundamentally unethical institution as “prisons-for-profit” (regardless of racial dynamic). When corporate prisons are a BUSINESS, that business needs customers to survive. Those customers are young black teens. Look at where the prisons are built. Most often white rural areas (like Louisiana). Even public prisons are often seen as economic development plans and jobs for small towns. I have seen this first hand. But the cold facts tell us a racial story now matter how much we want to believe otherwise. Consider last week’s report from The Sentencing Project (25 Year quagmire: The War on Drugs and its Impact on American Society”) which is elaborated on in further detail here http://www.cosellout.com/?p=126:

– African Americans comprise 14% of regular drug users, but are 37% of those arrested for drug offenses and 56% of persons in state prison for drug offenses;

– African Americans serve almost as much time in federal prison for a drug offense (58.7 months) as whites do for a violent offense (62 months), largely due to racially disparate sentencing laws such as the 100-to-1 crack-powder cocaine disparity;

This cocktail of economic racism is most definitely Jim Crows first-born child. All of the policy and regulation changes like corporate-prisons, mandatory minimum-sentencing, “war on drugs”, and crack v. cocaine law disparities were all implemented in the 1970’s and 1980s.
